Punjab residents will no longer need a No Objection Certificate (NOC) to register plots up to 500 square yards, with a notification to be issued after approvals from Land Revenue and other authorities, allowing at least two months for utilization of this new provision, as announced by Revenue, Rehabilitation and Housing and Urban Development Minister Hardeep Singh Mundian
Mundian described the decision as a Diwali gift from Chief Minister Bhagwant Singh Mann to the people of Punjab, fulfilling a long-standing demand.
The abolition of the NoC requirement is part of the Punjab Apartment and Property Regulation (PAPRA) Amendment Act, 2024, which passed in the Punjab Vidhan Sabha on September 3 and has since received the Governor’s approval. Mundian emphasized that this significant measure would provide relief to small plot owners facing challenges in registration while simultaneously tightening regulations against illegal colonies.
The amendment stipulates that individuals who have entered into agreements or power of attorney for plots in unauthorized colonies by July 31, 2024, will not require a NoC for registration. Mundian warned that violators of the amended provisions could face fines ranging from ₹25 lakh to ₹5 crore and imprisonment of up to ten years.
Mundian criticized previous governments for their failure to regulate illegal colonies, which often lacked essential services such as street lighting and sewage systems, leaving residents struggling for basic amenities. He vowed to clamp down on illegal colonizers who profited from these unregulated developments.
Secretary of Housing and Urban Development Rahul Tewari and PUDA CA and Town and Country Planning Director Neeru Katial Gupta were also present at the conference.
