Manipur bans Internet, imposes curfew

Manipur government  has imposed a temporary ban on the internet to curb the spread of hate images, speech, and videos. The ban, effective from 3 pm  on September 10 to 3 pm on September 15, includes all internet and mobile data services such as Lease Lines, VSATs, broadband, and VPNs. According to media reports recent surge in violence has resulted in at least eight fatalities and over 12 injuries. The attacks, involving both drones and rockets, have exacerbated the already tense situation in Manipur. Curfews have been imposed in Imphal West and Imphal East districts starting from 11 am on September 10. An initial curfew relaxation order for Imphal East has been canceled due to worsening law and order conditions, resulting in a total curfew effective immediately.

In an official statement, the Manipur government said that due to the current law and order situation in Manipur, there is concern that anti-social elements may exploit social media to spread inflammatory images, hate speech, and provocative videos, potentially exacerbating public unrest and threatening the state’s stability. The imminent risk of loss of life, damage to property, and widespread disturbances due to such content necessitates immediate action.

To counteract these threats and preserve peace and communal harmony, it has become crucial to halt the dissemination of misinformation and false rumors. This includes controlling the use of social media platforms such as WhatsApp, Facebook, Instagram, and Twitter, as well as messaging services on mobile phones and bulk SMS, which could incite violence and vandalism, the government said.

In response, and under the authority of Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017, a temporary suspension of internet and mobile data services, including Lease Lines, VSATs, Broadbands, and VPNs, has been ordered in Manipur. This suspension will be in effect from 3 pm on September 10, 2024, to 3 pm on September 15 subject to confirmation by the Competent Authority within 24 hours. Exemptions may be made for certain essential services as determined by the state government.
